It seems plausible that due to possible litigation or legal liability consequences, that this late in the game, most corporations are not going to make any accurate disclosures about their progress in fixing the y2k problem, either publically or to anyone taking surveys. All of this could be used as evidence against them should they fail to accomplish their goals(ie, did not start early enough even though mountain of literature and evidence existed on which to make a rational decision for the fix.
Therefore it is highly unlikely that we will really have an accurate perception of how many companies have not yet started or at what stage are the companies who have started.
