Absolutely.

It's technically *possible* for the average retail investor to short a BB stock, but the contortions you'd have to go through make it not worthwhile to do so. Furthermore, even though the BB is ripe with scams, many do not report their numbers or have one or two bucket shops as their sole market makers. These stocks can be manipulated very easily.
