I think this is due to the SmartMoney article

Waterhouse was ranked as the #1 discount broker in the June issue of SmartMoney magazine (2nd year in a row). I'm sure this has resulted in a wave of new accounts which have temporarily swamped the servers. Prior to that publication I was finding webBroker responsiveness pretty reasonable. Hopefully the "recovery period" will be a lot quicker than it was last year.
