Yogi...You win the cigar!

Your link put me three clicks away from the solution to my problem and I am now "smokin" with 98. I am stunned at how quick I am surfing now and other apps, (Office, Daytimer DB,) are all executing much faster as well. Of course defragging may have as much to do with the latter as 98 itself. It had been awhile since I did that simple chore.

Seems that win98 sets the "Log on to Network" option in the Server Type menu found when right clicking and going to properties on any of your connections in Dial-Up Networking (found by following Start -> Programs -> Accessories -> Communications -> Dial Up Networking)

This box (log on to network) must be cleared to prevent Win98 from searching first for a Microsoft network, delaying long enough for a time out to occur while trying to connect to your ISP. I would think this glitch is going to be relatively universal. Just another reason to hate Gates and MSoft, but then, you gotta love em too.

Best,
Stitch
