"It is my understanding that the new NASDAQ rules, that requires brokers to display non-market-maker prices, only applies to the more larger, heavily traded stocks for now."

Nope, not true, all bids and offers on all Nasdaq issues should be displayed to the market. I re-funded my Waterhouse account this week, and was trading CCSI on Friday. Put in an offer at the inside ask, and was not represented. I had to call the office, which got it put up. They still know my voice. It is superior to buy at the bid or sell at the offer through an MM vs an ECN. If Waterhouse would just do something about availability of stock to short, I'd use them exclusively. For now, they're just going to be an account to box positions, since Datek doesn't allow that.

I'm sorry to hear they may be having problems getting a bid or offer represented in a timely fashion.
