I agree, $16 is quite realistic. From Forbes 03/23/98 article:

"PAP is the world's lowest-cost paper and pulp producer, thanks to cheap fiber and transportation costs and new, ultra-efficient plants and equipment. Francis Ward, a partner at Manning & Napier Advisors, a Rochester, N.Y. investment firm with $7 billion in assets, says most PAP product comes from quick-growing hardwoods that mature in seven years, three times faster than in North America."

"Indonesian politics could hurt the stock short term, but Morgan Stanley analyst Matthew Berler thinks a price of $22, a 73% jump, is likely within 18 months."
