Either WOULD be better. The ONLY FAIR TAX is a flat tax, regardless if it is income, property or sales.... Progressive rates simply create marginal inequalities and a drag on the efficiency of markets. In Economics, we call that the "dead weight loss" that taxes impose on an economy. Even flat taxes have a dead weight loss...but it is not as oppressive as progressive rates. I think we will get a flat tax, but not from our politicians....I believe the IRS will have MAJOR Y2K problems and a flat tax will be the ONLY way that they will be able to perform their function effectively. But maybe not....
