Rob Drinking and driving are both non-tortious activities. If you commit a tort while intoxicated you should punished for the tort not the drunkeness. The flaw I see in our drug interdiction tactics are that they are aimed at the antecedents of behavior rather than the tort. Guns, cars alcohol, drugs are moral neutral antecedents of behavior. Supply based interdiction solutions just increase the black market premium and make them more attractive risk/reward propositions for the unscrupulous. Dan
