By latency I assume you mean there is a considerable delay between the
the time you send a command and the time Battlenet receives it.
If this is what you mean, one way you can check the delay is with the
trace route command "tracert". To use the tracert command:

1. Open a DOS window.

2. You should be in your Windows directory. If not change to your
Windows directory.

3. Enter the tracert command followed by the target name.
For example to trace the route to Silicon Investor enter:
tracert www.techstocks.com
After about a 15 to 30 second delay you will see a display of multiple
lines of text. The first column is the hop number. Each router
your message goes through on its way to its target is specified by
a hop number in the display. The next three columns contain the round
trip time in milliseconds it took for three different attempts to
reach the router shown in the fourth column. An asterisk in columns
2 through 4 means an attempt to reach a specific destination timed
out. The last column is the host name ( if it was resolved ) and IP
address of each router your message passes through on its way to its
target.
