Because RMIL is waiting and waiting and waiting and waiting........waiting waiting waiting.......... on

#1: getting sufficient cash to do the financials
#2: and/or for the entire float to be in certificate form

#1 is achievable. Simply issue more shares (after finding gullible investors willing to invest in a company that isn't trading) at $.25
#2 is how shall I put it, waiting....waiting...waiting....
