If they have ramp-up expenses, these should drive not just the cashflow, but also the earnings into the red.

My question is why is there a discrepancy between cashflow and earnings,

and in particular, why is the co. reporting so much more revenue than it is receiving in cash, as shown by AR growing significantly faster than revenues.

The latter question clearly deals with the accounting of revenue recognition, and has nothing to do with any ramp-up expenses.
