Personally I've been impressed by Rockwell Semiconductor Systems (RSS). Their main product is modem chips but I believe they are branching out a bit (or being forced to branch out). They have a 200mm line and are transitioning to .25 micron design rules. They can turn a wafer lot through from start to delivery in a relatively short period of time with very good yield.

-Through a govn't contract I manage with another Rockwell section I indirectly get some specialty components fabbed at RSS. The turn around time is fast, the yield is high, and the cost per device is extremely low.
