Looks to me like Spectrx is waiting on getting FDA approval before manufacturing their products "in significant volume". You can say that you have recently shipped the product to distributors, etc. BUT if you don't give numbers of devices shipped, for all you know they simply shipped prototypes out.

From Spectrx 10Q dated 5/14/98 sec.gov :

Little Manufacturing Experience; Dependence on Sole Sources of Supply

To date, the Company's manufacturing activities have consisted only of building certain prototype devices and pre-release versions of its BiliCheck and BiliCal products.

If the Company successfully develops its diabetes screening and infant jaundice products and, together with Roche Diagnostics BMC and Respironics, obtains FDA clearance and other regulatory approvals to market these products, the Company will undertake to manufacture these products in significant volumes.

The Company has no experience manufacturing such products in the volumes that would be necessary for the Company to achieve significant commercial sales......
