Actually I agree that health costs should be paid by the patient. Then he/she will know whether it is worth it to him/her.
And of course buy individual insurance if you want (as we used to do!)
Government is one of the causes of high health care. I discussed this with my doctor: he says that at least 1/3 of the cost of doctor and hospital bills is regulation-based. It may be more but he knew of 1/3.
