You don't know if the car coming at you is capable of proper driving habits or skills...if you did, you probably would be trying to get out of the way. In effect, you are being held to the road, against your will.
In either case, nothing may happen to you or to my son. But something might, too. The difference is, in my case I know the odds and can take certain steps to prevent or mitigate damage. On the road, you don't know the odds.
I don't believe roadblocks are the answer. But pulling over a car swerving all over the road is perfectly legit, to me. That represents an endangerment.
I'm not sure you and I are far apart. I don't believe that everyone should be tested for drinking and driving. Nor do I feel that roadblocks or extraordinary measures are necessary. However, if a driver is giving clear signs of impaired driving abilities, I feel it is well within the rights of the police to protect other drivers - and for the impaired driver to be punished.
