No thoughts on the IE problem, but many of the L.D. plans are now including monthly fees in order to get the per minute prices down. This is important because there is a considerable fixed cost of maintaining a residential long distance customer. This cost is made up of billing/collections, maintaining customer service desks, etc. Thus, a person on a plan like that shouldn't be surprised if the company wants to collect their monthly minimum even if you disconnect. The good news is that $5 probably isn't enough to send them out after your kneecaps.
