Duncan, I am not sure where you are going with this bilingual education stuff. I think that opposing it is racist, so I am not sure how you could call its advocates racists. There is a knee-jerk, flag-waving sentiment in America that everyone should speak English if they are going to live here. But the fact is that children who have very limited or no English-speaking skills do not do well learning elementary schools basics in a foreign language. If we are going to be fair, in fact, we should insist that every child begin classes in a language he or she does not speak. How would that be?

I would agree that there have been problems in developing and implementing EFFECTIVE bilingual education. One year of immersion teaching of English starting a year before school starts sounds like a good idea to me. Of course, that costs taxpayers actual money! But removing bilingual education entirely will only doom a whole bunch of children to failure in school and life. I am so happy that California school districts are refusing to implement the law, and that the issue will travel through our court system, because it violates all concepts of equal opportunity and is unconstitutional.
