Jonathan, I don't think FVHI's payment solution will make the run.

As a matter of fact credit card approval has become the standard. Secure "e-mail payment" is dead. The system they've developed uses old CGI-technique, which was tricky to handle when everybody developed in C++ and PERL. These times are gone. Web developers can set up a thing like they had in a week with Cold Fusion now. It is more likely that they will switch to electronic bill presentation or offering a solution to b-to-b money flow.
