With all due respect, I don't think you understand exactly the way air permitting proceeds. First you apply for a permit based on the guidelines issued by the permitting agency. In this case, the agency is Maricopa County. They review the application and say 1. You don't need a permit. or 2. You do need a permit. If you need a permit they review your application, make sure all i's dotted, t's crossed and tell you application is complete.

Next they give the public 30 days to comment. If they get no comments, they issue permits. If they get lots of comments, they have a public hearing and may require modifications to permit before issuance.

After the permit is issued, the operator can start up, not before. After startup the operator has a specific period of time to hire third party to test air quality to prove permit compliance.
