DO you get a red latency indicator every time you log in or did you only try it once? You may have gotten an intermittent bad route and might get a better one on subsequent logins. If the problem persists, you can tru running tracert (it comes with Win95). You will need to determine the IP address or name of the battle.net computer you are using. You can then run tracert and it will show you all of the hops (i.e. links) in the route between you and that server as well as the time for each hop. You should be able to determine which hop(s) have really bad latency times and then call battle.net and/or AT&T to have them look into it.
