You're assuming I agree with "zero tolerance." :o)

A "zero tolerance" approach to issues such as human rights, IMO, is bogus. But, again, I need a context in which to put it in.

First and foremost, I am a federalist. But I also believe in the increase of power for the states to deal with domestic affairs. However, the federal government, because of its "apparent" objectivity, deals a necessary hand.
