No, Time Traveler does not have these programs. All motherboards designed so far have been designed to the Intel spec, not AMD's, nor National's.

Yes, Time Traveler has. Again, Time Traveler would never give away any of Time Traveler's customers' confidential information, only published ones.

Time Traveler does not know. Whether your assumption of Intel hand-waving the spec is right or wrong, Time Traveler does not know either. But in the business of mass-production, the more lenient the spec is, the more finished goods you can deliver, the fewer the rejects go in the trashcan. A lot of this is a business decision not a pure engineering one. That is how some company producing tens of million of parts can make a lot of money at a very good profit margin.

With that IR gun, you can measure the temperature of the case. By measuring the supply voltages and currents into the CPU, you can calculate how much power is dissipated. Multiplying this wattage by the thermal coefficient of junction to case, you can figure out how much higher the temperature of the die is than the case. There you have it --- the junction temperature.
