AT&T's engineers said the new system will employ systems based on so-called Internet Protocol, or IP, technology to send phone, data and video signals in electronic envelopes or packets. Customers would plug their phones, televisions and computers into a box that would in turn connect their homes or businesses to a local node via coaxial cable. These nodes are tied to the cable company's main transmission facility, or head end. Mr. Nagel said AT&T is working with computer-networking giant Cisco Systems Inc. to develop systems that would go into these head ends to turn the cable systems into an IP-based network through which all traffic --including calls, data and video -- would be carried as simple digital bits. Other potential suppliers of parts of the new systems are General Instrument Inc. and Scientific-Atlanta Inc. from "AT&T Gives Details of the Costs Involved in Its Purchase of TCI" interactive2.wsj.com
