On the other hand, look at ROS. p/e=6. The only one comparable
telecom stock is TLK of Indonesia. ROS is a monopoly. How much lower
can it go?

OAO Rostelecom is an international telecommunications operator in Russia providing telephone, telegraph, telex, customer telegraph services, TV and broadcasting, switched and non-switched transit, leasing of circuits and network trunks. For the fiscal year ended 1/1/97, revenues rose 4% to RUR10.42 billion. Net income rose 26% to RUR1.6 billion. Revenues reflect increased national usage. Earnings also reflect higher interest income.
