Here is a post from CALIFTALK regarding your question on having to report to the SEC. He is also looking for answers. But he is going about it in a different way. Looking out for himself and fellow shareholders. Believe it or not.

Califtalk purchased 245,000 shares during market transactions on Monday,June 22,1998, at a market price of 14 cents per share. When an order was filled the bid price did drop until an additional order was placed, good till cancelled. After the last buy order to purchase 100,000 shares at 14 cents Good till cancelled the bid was raised to 14 cents (and remains in place as of tonight) and the ask is .1425. This is an unusually tight market between bid and ask for OLEX.
The total amount of OLEX shares held as of June 22,1998 is 600,000 shares and I plan to increase my holdings when shares are sold at low prices.
At the end of the trading day I sent an E mail to OILEX at invest@oilex.com requesting the official amount of outstanding shares and debentures to determine if I am required to report on Form 13 D to the SEC. I am awaiting a response. This is information all share holders are entitled to have and certainly is needed for 13 D filing requirements.
