I assume the Oracle OEM package is being developed in parallel and may not be released simultaneously with JBuilder proper. Obviously most of it's from an identical code thread but you've got specific interfaces and of course collateral material like sample code, docs and so on. Perhaps the "preview" comes with the old stuff and the real thing comes with the latest greatest -- or as is often the case, simply the latest.
