As far as I know it is...However as I understand it if a specialist is accumulating shares or covering a short position it is only counted once. The number isn't important, it's the relevant change in volume no matter how they count the shares. The volume supposedly is the number of shares sold plus the number of shares bought hence the 2x factor.
