The real question is: does the 2nd give individuals the right to possess machine guns, tanks, military jets and atomic weapons.
The intent of the constitutional amendment was to arm individual citizens and states against both the threat of external agressors and more importantly against the threat of usurpation by the Feds. The possession of equal force by the citizenry was a great reminder of who actually possessed the power under our once great republic.
In 1776, the ownership of muskets and small artillery made the individual equal in force to the power of the federal authorities.
It is not possible for individuals states or citizens to destroy the dictatorial power of the Potomac without having equivalent firepower.
To recapture the spirit of the constitution, individuals and states must possess the latest military hardware. This is the only thing that will get the attention of the federal demagogues and tax collectors.
