I guess, energy sector wants the ruble to devalue - to compensate
for the drop in energy prices. But anyway, this
is another reason why the government does not want it: devaluation
will bring back inflation, and if the current degree of unrest is
alarming what would happen then?

Trans-Siberian railway blocked again by Russian miners


MOSCOW, July 3 (AFP) - Around 1,000 Russian miners blocked the
Trans-Siberian railway on Friday to demand the immediate payment of
wages by the government, ITAR-TASS news agency reported.
It was the second such protest in just over a month by the
miners in Anzhero-Sudzhensk, in the Kuzbass region, whose blockage
is aimed only at freight trains.
They are demanding that the government fulfil pledges it made
that brought an end to the last protest in May, which blocked the
main railways in Siberia and the Russian Caucasus for nearly two
weeks.
The miners were also calling for President Boris Yeltsin to
resign.
The government said Wednesday it had paid 200 million rubles (32
million dollars) of the unpaid salaries.
The problem of unpaid wages due to miners and civil servants has
reached massive proportions in Russia. The figure for the coal
industry alone comes to 3.7 billion rubles (about 600 million
dollars).
On Tuesday, more than 15,000 public workers blocked the main
roads and railway lines in the far eastern city of Vladivostok to
demand the payment of salary arrears.
