That was an excerpt from a message posted by a certain R.S. Kadian on the soc.culture.indian newsgroup, wasn't it? And the poster obviously has no clue as to what he is talking about...
His so-called "reality" about the PARAM computers is based on a DoE report, for God's sake! What else do you think the DoE would say? -- "Hey, we screwed up the whole damn thing and deserve to be sent home!"????
The fact of the matter is that India has no dearth of bureaucratic idiots such as those in the DoE who make outrageous claims like this in order to gain the blessings of the political leadership that holds the purse strings -- a leadership that is overwhelmingly made up of people who are either corrupt or inept, or both.
No wonder that the idiots running the DRDO, ADE, HAL, ADA, NAL, DLRL, DRDL, GTRE... (make some more acronyms from the alphabet soup, if you will!) keep on jabbering about India making a civilian airliner that can best the Boeing 767, when in fact they are yet to demonstrate the ability to design and manufacture a luggage cart that works!
