Why couldn't an RBOC attain rights into long distance by such an acquisition, like the rights of a foreigner who marries into citizenship, just as T proposes to gain local exchange rights by the acquisition of TCOMA?

If Bell Atlantic, say, purchased QWST, wouldn't the original rights of QWST remain in place? LVLT purchased XCOM, and the combined entity is eligible to engage in LD. What's the saying? What's good for the goose...
