It makes perfect sense to me. The announcements of ramp-up to .15-.18 are like similar announcements re 300 mm, copper, planned fabs by Korean companies with no cash (and no credit, and debt/equity ratios of 500%), etc. They are all just wish lists, and subject to change based on market conditions. When the market conditions improve(or just look like they might improve within 12 months), so will CYMI. Right now, things look bad for as far out as anyone thinks they can see (end of 99). In mid-May, the Street began to realize that the hoped-for upturn at the end of 1998 wasn't going to happen.

Spending money on PR is pointless for Cymer. The market is pricing this stock correctly at this time.
