B-CDMA is a proprietary standard, with 3 or 4 signatory companies, having little to do with Qualcomm. It is targeted at WLL (vs mobile systems) and InterDigital plays much the same role as Qualcomm (Samsung and Alcatel(?) are two of the signatories). I think there was originally some argument between Qualcomm and InterDigital over IPR, but that has been settled and they are mostly (entirely?) separate.

PS When I last looked at B-CDMA they didn't exactly inspire confidence that the standards were well controlled. Each company had their own special features, especially for the 'next generation'.
