It's all game theory and micro-motives. There is no way that this group (or virtually any group) can keep from cheating.

Some analyst on CNBC this morning gave a very good summary of the behavioral issues. It is in everyone's best interest for everyone to adhere to the cuts. But, if everyone else adheres to the cuts, it is in the best interests of any one country to cheat. And if anyone else is cheating, it is in the best interests of any other country to cheat as well.

There is no enforcement. There is no punishment.
