CIR believes DTV will also require a complete refurbishing of the cable television industry's infrastructure with hybrid fiber coax (HFC) networks

Huh? How so? Bandwidth is bandwidth. With digital TV they should be able to get many channels where they previously got only one. So now your cable will carry 250 channels where it currently carries only 50. Eventually they may want to move to even more channels, but I don't see it being driven by a change to DTV. Does anyone have an explanation for so bizzarre a statement?
