In the long run, wireless Internet access over circuit switched service is really a bad idea, considering packet switched CDMA service is coming:

With packet switched service, you pay only for time you are sending data. For example, if it takes me 5 minutes to compose this message, in a circuit switched scenario, I would have to pay for the 5 minutes. In packet switched scenario, I would pay only when I hit the submit button.

I don't know if there is any way for a modem connected to a circuit switched line to detect if the data is being sent, in order to conserve bandwidth. I doubt it.
