I think that DTV signals are already interleaved and have EDC, but I may be wrong. I'm talking about noise problems on analog CATV systems that are severe. Systems with poor connections that allow noise ingress onto the cable. Systems with crappy amplifiers that have loads of distortion, including cross-mod distortion between channels. In the early 80s I worked on projects to send digital data over cable, and we had loads of noise problems.

Perhaps the additional driver for upgrading cable systems is to make them two-way, which allows you to have interactive services, cable telephony, and cable modems.
