Dear Frank:

The judicial ruling concerning BellSouth will probably force
RBOCs to offer xDSL services at rates competitive with
alternative providers. About 2 months ago a tech journal
in Silicon Valley compared in detail the xDSL rates
charged by PacBell for business customers to those
of US West and Ameritech, and found they were more
than double. This kind of gouging, together with
aggressive efforts to keep alternative xDSL providers
out of COs makes me extremely unreceptive to RBOC requests
to be allowed in the long distance business.

PacBell is running an advertisement campaign right now
complaining about the efforts of IXCs to keep them
out of the long-distance business. It sounds like the
pot calling the kettle black. AT&T, Sprint and MCI
are not beyond reproach, but at least they are exposed
to significant competition from all the new long
distance carriers (QWST, LVLT, ....).
