This may sound heretical in this day and age; but I think that the problem stems from Oracle not being hierarchical enough. That's a simplistic comment, I agree; but without putting on my "McKinsey" hat and charging the big bucks for it I'm not going to get into a deep analysis of the organizational behavior issues at Oracle.

Along with hierarchy comes accountability. I don't advocate an inflexible, authoritatively based, hierarchical structure as the answer. It's simply that I think that things are perhaps a bit too loose when it comes to fundamental decisions. There are too many smart people who play the consensus game on the surface, behave very much along self interest lines when doing the actual work and rationalize the lack of accountability beneath the banner of an "entrepreneurial culture". That is what I call the adolescent phase of Oracle's managerial/organizational evolution, primarily involving the middle management ranks.

At the same time, I think that some of the recent organizational changes bode well for Oracle to continue its transition to a more mature culture. It is a hard thing to pull off, but I think that Oracle will move in that direction.
