I understand that the problem is within TWO satellites only (the two which were launched in 1995). The rest of the satellites are working fine.

Not just 2 sats - 10. Read the post below. And don't forget the additional USG authorization earlier this year of an additional plane of 12 sats. ORBI said, ñ, to "cope with the demand", but I'm not entirely clear whether it was just the "customer demand," or whether some of it was also "engineering demand"- - it may have been decided upon partly to compensate for the documented power problems.
