Verse 20 simply states a fact that God will make good. It has nothing to do with identifying a false prophet but rather the consequences of falsely prophesying.
Verses 21 and 21 is a criterion given to man for identifying a false prophet.

21: And if thou say in thine heart, How shall we know the word which the LORD hath not spoken?

Man asks, "how shall we know"?

God answers, "this is how you will know".

22: When a prophet speaketh in the name of the LORD, if the thing follow not, nor come to pass, that is the thing which the LORD hath not spoken, but the prophet hath spoken it presumptuously: thou shalt not be afraid of him
