My county in Florida also collects hazardous waste such as waste oil. A couple local auto parts stores also collect waste oil and I've seen collector trucks visiting them. Three places are very convenient for me to dispose of oil. But what about Mr. John Q. Cracker out in the piney woods far from town? He is far from any collecting point or even from any storm sewers. He sprinkles his waste oil in his driveway to hold down the dust.

The question is then what should be done about that? Have the federal government get involved? Maybe tell all the motor oil producers to collect a gallon of waste oil for every gallon they produce. Or have a deposit of $1 a quart at the retail point of sale which would be reimbursed when returned for recycling. I smell cheating already. Maybe a $1 deposit to be redeemed by applying as credit when buying new oil.
