My view of looking at this "over-capacity" monster - the over-capacity is with 8" 0.25um fabs which can fab just about anything you can think of. With 0.25um being tunable to 0.21um, ala Micron w/TI fabs, this should absorb any growth in demand in the near future. Anybody can design now, so there's not really too many niches to run to.

If over-capacity is at 0.25um now with PC growth slowing, does it mean that we might not see any upturn till 0.18 um 12"? And 0.18 um 12" won't be here till end of '99/2000. Long ways off. But it will shortage because nobody in their right minds i.e. whoever built a 0.25um fab and lost their shirts, will be building a 0.18um 12".
