LCC International Inc. to Add Another 60 Towers to Its Domestic
Portfolio

Tower services are first of several outsourcing initiatives aimed at
wireless telecommunications industry

MCLEAN, Va.--(BUSINESS WIRE)--July 9, 1998-- LCC International Inc., the
world's largest RF engineering and wireless telecommunications
consulting firm, Thurday announced that it's Microcell Management Inc.
(Microcell Management) subsidiary has been engaged to work with an
unnamed PCS carrier to construct 60 towers.

This continues LCC's plan to own, manage and/or market multi-tenantable
communication towers around the globe. With this recent addition LCC now
has 160 towers that are either revenue producing or under construction
and, in combination with the 900 sites it manages and/or markets via its
recent Koll Telecommunication Services, LLC (KTS) acquisition, the
Company has well in excess of 1000 towers in its U.S. portfolio.

LCC has been engaged to provide build-to-suit services for the 60 towers
that will be located in the southeastern United States. The
build-to-suit services will include project management, site
acquisition, zoning, and construction management. The 60 towers will be
owned by Microcell Management and will be leased back to wireless
transmission carriers.

Asset management or tower build and lease back services are the first of
several outsourcing initiatives that LCC will be offering the wireless
telecommunications industry. Each service is geared toward assisting
wireless operators in reducing their operating costs through the
outsourcing of those non-core operations and functions within their
imbedded expense base.

Dr. Geoffrey Carroll, president and chief executive officer of LCC said,
''With the addition of these 60 towers, our goal of 200 domestic
build-to-suit towers by the end of 1998 is well within reach. We remain
quite confident that our towers business is an indication that the
wireless industry is not only ready for outsourcing but will actually
embrace its results.''

On May 26, LCC announced that it would acquire 100 percent of the
membership interest in KTS. The combination of LCC's tower ownership and
management subsidiary, Microcell Management and KTS' tower management
business creates one of the largest pools of towers available through
one company according to published industry reports.
