I must confess, I would have little desire to pay taxes in this
situation.... Don't forget that a lot of state property has been
stolen during privatization by people connected to the government
one way or another, and that $$$ paid for corruption in Russia
exceeds the wage problems. I would be extremely upset with the government if I happened to be one of these miners or pensioners
who don't get paid. Pensioners were robbed of their life-long savings
by inflation. These savings are now in foreign bank accounts of some
(in the former government) who appeared to be at the right place at
the right time. So the cash crisis might appear to them as
"Everything is already stolen and sold - nothing more to steal".
The government has A LOT to do to earn trust of the ordinary people.
The best thing that can be done is a formation of a democratic
opposition party with a strong leader.
