Jim how do you know that there was a Request for proposals(RFP)? If so it may have been advertised in the commerce business daily for many other vendors to request a bid package and prepare a proposal. If so than it easy to find out.

A letter of acceptance is not issued when a vendor is selected as part of a contract. At the end of the evaluations the contractor is selected and the contract is signed by the source selection authority, and than by the successful bidder.

Sounds more like the Dominica Government sent a request to GLOw to prepare a solicited proposal or the Govt of Dominica received an unsolicited proposal from GLOW, which in either case does not necessarily mean anything. The government could than use GLOws proposal as a solicition for bids to provide the goods and services to them. End result competition for the project.

I in fact did attempt to get the info today so I could contact the appropriate people but was unable to even find addresses or phone numbers. CIA had information on Dominica but it had not been updated since 1996.

All I could find out is that in 1996 Mr. Timothy was the minister of Finance....
