Russia's financial predicament has gone from bad to worse this week. The government, desperate to raise cash to pay debts coming due, offered government bonds for sale at interest rates around 100 percent, but investors bought only about one-quarter of the $1 billion in bonds. Meanwhile, senior officials at Moody's Investors Service Inc. warned that to stem a devastating flight of capital, Russia would need a bigger international rescue than previously thought, perhaps as much as $20 billion. >>
