There are two concrete issues here. One is the concrete pad in the staging area where trucks transfer their Class V. That "parking lot" is to eliminate spillage and I believe has been poured. The "plug" is to prevent Class V from coming up at nearby adjacent oil wells. Imagine the area is a glass and the Envirotec well is a straw in the empty glass. Other straws are oil wells. A plug at the bottom of the Envirotec well keeps the Class V from seeping over to the other wells(straws) and contaminating oil. This is a poor explanation, I know, but it goes along those lines. TG
