It basically depends on which clearing firm your broker uses, and whether your broker will phone around to other firms if its own clearing firm doesn't have it.

Many short sellers use Datek because they claim they get shares there more easily. (I don't use them, because of credible stories I've read about the background of Datek's principals).

A columnist at TheStreet.com did a recent real-money test of Schwab and Yamner, attempting to short dozens of stocks, and found that Yamner got shares significantly more often, probably because they called around. Yamner is a phone-only discount broker, but they have an informational web site at www.yamner.com The head trader of Yamner also hosts an active SI thread called 'from the trading desk'.
