VIX (^VIX on Yahoo!) is dropping lower each day - this is the
implied volatility of OEX options. Generally, this shows complacency,
and often predicts either a continued rally in blue chips, or
a sideways consolidation phase without much volatility. One
theory on how it gets lower, is that first the underlying index
is not too volatile, and second that institutions with big
blue chip portfolios are selling OEX calls against their positions,
creating s synthetic covered call. The supply of calls pushes
the implied vols. down. At some point, VIX bottoms, and then
you can take the contrarian position that the top has been put in.

So, basically VIX is bullish ... and so's the A/D line and so
are net new highs and interest rates and inflation. That's the
back drop. If you're holding the 'net stock short, don't go
to sleep at the wheel, they could reverse to the upside on a
strong broad market rally.
